As energy assistance agencies began to accept applications yesterday, the State Department of Social Services considered which plan to recommend to the General Assembly for this winter's heating assistance program (CEAP). A fifty percent reduction in federal funds and an 40% increase in program participants and fuel costs since 2008 is the problem. Administering agencies are wondering how they will process 130,000 residents with half the staff (10% of the grant is permitted for administrative activities.) Reductions in eligible population and award levels seem to be certain features of a new plan, but nothing has been decided yet. So agencies are accepting applications and advising applicants to stay tuned.
