The keynote speaker will be Earl Martin Phalen, co-founder of BELL (Building Educated Leaders for Life) and CEO of Summer Advantage USA. BELL started out as a community service project educating 20 children. Today it is a national non-profit educating 15,000 scholars annually. Phalen’s latest venture, Summer Advantage USA, partners with schools, school districts and parents to provide scientifically proven and cost effective summer learning programs to thousands of students in grades K – 8.

Also featured will be a panel discussion between in-state and out-of-state education leaders on how to successfully build partnerships between community-based after school programs and local school systems.

Panelists include:
Terry Peterson, PhD. Terry is the Board Chairman of the Afterschool Alliance and served as the chief education advisor to the United States Secretary of Education for eight years. At the U.S. Department of Education, he helped develop nationwide education improvement strategies, such as the Advanced Placement, E-Rate, 21st Century Community Learning Center, and teacher quality initiatives. He is currently the director of the Afterschool and Community Learning Network in Charleston, South Carolina, as well as a Senior Fellow for Policy and Partnerships at the College of Charleston.
Chris Smith, Executive Director of Boston After School & Beyond. Prior to joining Boston Beyond in 2008, he worked at the Boston Private Industry Council (PIC) for ten years, as Chief of Staff and director of employer partnerships. He led key policy, measurement and programmatic initiatives to advance employment and learning opportunities for young people in Boston.
Ron Jakubowski, Assistant Superintendent of New Consolidated School District.
Jon Romeo, Principal of Macdonough School in Middletown, and Michele Rulnick, Vice President of Youth and Family Programs at Northern Middlesex YMCA, will discuss their school/community partnership and how it is positively affecting student outcomes.

Participants may also take part in an optional in-depth discussion with Mr. Phalen from 11:15 to noon.
